Frederick Howard emigrated to Australia in 1920. He worked in the banking industry and edited both the Austral-Asiatic Bulletin and from 1929-1931, Stead's Review. Howard served with the A.I.F. during World War II, in the Western Desert campaign, New Guinea and in the Pacific. On his return to Australia, he became the editor of the Melbourne Herald and formed the A.I.F. Historical Records Section. He was the husband of Margaret De Visme Gipps (q.v.)

Howard's short stories were published in English and American magazines. He is also the author of several short Australian histories for children and schools, for the 'Great People in Australian History' series, published by Longmans in the 1960s. He also wrote in the biography genre, publishing Kent Hughes : A Biography of Colonel the Honourable Sir Wilfrid Kent Hughes (1972) and The Moleskin Gentry : In Which Close Relatives of Major John Bowler, of the 80th Regiment of Foot, Recall the Life and Times of the Family When Its Fortunes Became Linked with Those of the Colony of New South Wales (1978).
